As the article says, lawsuits targeting people downloading copyrighted stuff in the states is becoming quite common, now they are trying to bring the same structures and laws used in the states to use against Canadians.
Canipre, the only anti-piracy enforcement firm that provides forensic services to copyright-holders in Canada, is trying to get account holders information for over 1,000 ip addresses who have been caught downloading copyright material from the internet.
This will be interesting to see what the outcome will be for those in Canada who download stuff from the internet.
Canada has become the new location of choice for filming and post production for many Hollywood studios so you can be damn sure that the Canadian government will pass these laws to ensure it stays that way.

it is not even that. It's Canada seeing that are in a crucial point in time where they can continue to strip away more and more of the film/tv industry from the US or kiss it goodbye. Not really a hard choice from them to make since one pays a crap load in taxes and brings in even more in private sector revenue while the other drives it all away.
