Unlimited resources is pretty much impossible.
(Unless I give everyone access to the /item command.)

I can't get rid of JUST the creepers either...
But I can remove all the damage they do.

So... How's this suggestion:

New map.
Disable ALL creeper damage, not just terrain.
Install an item spawning whitelist.
(Then you could freely spawn... say cobble, logs, wood, dirt, sand, glass and other basic stuff?)

yeah, that's fine. But it will eliminate the fun of going through dungeons/caves right?
You could make the spawning of stuff only the basic things, up to iron ingots/gold ingots?

Should be fairly simple... I could upload a copy of the world renamed to world5.
Then it could simply be stored in where-ever MC stores its singleplayer maps.

Also, you want me to import anything from this map? Like the skyway for instance?

EDIT:

New map.

Allowed use of /item command for everyone.

Limited to:
Stone
Dirt
Sand
Cobblestone
Wooden Planks
Wood

Mistyped the IP most likely. If you copy pasted from here, check for spaces, I always get an extra one when doing so.
