Hehe, I used ABRviewer, free and open source. Reqs .Net framework 2.0. Sometimes a little buggy but got the job done.

I used that to rename my brushes to different categories and then I used PS Brush Preset Manager to save all of the brushes into larger groups. That was when I could delete a lot of the smaller brush files and group them into larger themed files.
