The program is automatically set to start up with Windows, so unless you stop it it will count every keystroke/mouse-click you make per day and report that to the WhatPulse website. Unless you join a team on WhatPulse you'll most likely just be doing it for fun or to show some statistics about your computer habits, but if you join a team the fun can turn into a little friendly competition with the already established teams on WhatPulse.
