What luffy is using is a very powerfull form of haki, which they call kinds disposition. Only luffy and boa hancock can use it. It's also what luffy used on the bull to make it pass out what shanks uses is just normal haki all out which makes wb crew fall, in one piece world many people can use kings disposition including silver rayleigh, though hes gotten old and cant use it that much, shanks, boa hancock, and luffy these are the confirmed characters, i suspect many more characters will be able to use it...
