You can write your vcd's to dvd without doing any converting...

Just load them into Tmpgenc DVD Author... (dvd author guide HERE)

If it doesn't load into Tmpgenc DVD Author... Simply De-Multiplex the file using MPEG tools in TMPGENC Xpress 3.0 and then load that file into tmpgenc dvd author.

NOTE: this does not work with svcd's ... though this can be done by tricking the first header.
